Kurosawa is their one-off exception that proves the rule. Takashi Miike was never that good and even people like Tsukamoto Shinya are only enjoyable because he sticks to an underground aesthetic. With the rare exception, Japan's live action film industry just can't compete on the International stage.
There are a lot of reasons for this, bad actors, talentless directors and low production values being just some of them.
