it was an adventure about collecting dragon balls and beating bad guys, goku's dragon ball had emotional value to him. And bad guys getting wishes had the potential to irreversibly fuck up the world. The first tournament was a bit like this one in that just introduced goku to a world of really powerful fighters, but the second one introduced the crane school that at the time were bad news and had ties to Tao Pai Pai and the final tournamet has the biggest stakes since Piccolo was a threat to the world.

Let's not forget that Buu's absorption was much less efficient than fusion in the first place. Goku + Vegeta fused, in SSJ1, were stronger than Gohan (Ultimate) + Piccolo + Goten + Trunks absorbed by Super Buu. Goku says that Vegeto wouldn't beat Beerus, so it's very likely that Buu absorbing everyone would be pointless too.

See, stuff like this annoys in super. There are tons of concepts it completely changes or ignores and shits over previous themes. In DBZ, all deities were jokes, even if you went to the highest levels.
