If she has a body that's more developed than a toddler, and less developed than a highschooler with full-on secondary sex charachteristics, then it's a loli. Sure, there is a grey area around the later stages where girls like Machi from KumaMiko this season are one man's loli and another's old hag I guess, but getting all worked up and arguing about it is pretty ridiculous.

Little girls are little girls, even when they can't stand up on their own yet apparently. Which is weird in a way just because I feel like a lot of people who are into loli stuff are not really into "toddlercon" (which personally I am grossed out by,) so I would figure just based on taste they would naturally be separated. As I said though, it seems that the Japanese are much less hung up on semantics and specificity of terms, which makes sense just based on the way their language in general is more vague, open to interpretation, and context dependent than English I guess.
