Kira and Pucci didn't get time powers until the final battle of their parts. There's no reason Damo couldn't. And being short and ugly doesn't automatically negate him from being the antagonist. I don't think he is the main antagonist, but that's some pretty flawed logic anon. If anyone I think it'll be Jobin. I don't think it'll be an unintroduced character this far in, even Diavolo had more teasing and build up if that was the case. I don't think the Rock Humans have a leader either since they're just trying to get by, but I think Damo is an unofficial leader in that he keeps them all together and makes sure they get shit done.
