Any half decent filler should tie into the main story, but really that's only possible with original anime. If it's an adaptation trying to pad out the source material, then they are severely limited in what they can do to tie in the filler without the creator themselves writing in some canon stuff to make it work.

Actually, the Outlaw Star manga was only about 20 chapters in total, so I'm guessing the anime had a lot of room to flesh out the story.

Honestly, Outlaw Star is the exception in a lot of ways. I agree that it was great and that a lot of series could benefit from following it's examples, but tying an anime into an ongoing series could fuck things up a lot unless it's about a few side characters that have no bearing on the story.
Hunter x Hunter 99. Let you look into what some of the side characters could do, while still keeping the main characters as themselves. Plenty of hilarious scenes on the island, too, like the room switching and anything involving tonpa.
