Well, there's shoujo stuff for young girls like Tokyo Mew Mew or Sailor Moon.
It depends on your definition of fanservice, really. Something like K-On has little actual fanservice, but the girl characters are obviously part of a male fantasy, so I imagine that's not really what you mean.
