Aight so let's say DIO is fighting Jotaro, who has Star Platinum
1. DIO has a stand, gets rekt (canon)
2. DIO has no stand, cannot figure out what dafug is habbeding, gets rekt by Star Platinum
3. DIO figures out that Jotaro has psychic ass kicking powers and also realizes that it has a defined range at just a few meters. In which case it seems that it is still a fair fight. DIO either a.) abuses ranged attacks and wins, yet the pressure of battle could still unlock Star Platinum: THE WORLD, or b.) still fights close range but gets creative with his vampire powers and could still lose.
Only way that he is definitely winning with no stand is if Joseph is incapacitated (remember, DIO's physical ability is hard to estimate since he's got Jonathan's fuckhuge body, but it isn't fully integrated; additionally, Joseph has beaten 3 Pillar Men, each of which kicks the shit out of DIO), Jotaro has no stand, and Jotaro never learned Hamon on the journey.
That last one seems fucking impossible if he doesn't have a stand. Joseph would spend the whole trip training Jotaro using Lisa Lisa techniques, incorporating britbong Bugs Bunny antics, and slowly making a chip into Jotaro's hard autist shell. Not so much that it inhibits his latent ability to become a master of all things that require insane discipline and focus but no social skills (eg. Hamon and whale biology), but enough to actually bond with him in a way that never really happens in the manga as the Master/Apprentice relationship is much stronger than the creepy estranged grandpa roadtrip companion relationship.
In all honesty, I would have read a Hamon Stardust Crusaders and possibly even preferred it. The level of variety found in stands could /possibly/ be matched through a global level of variety in Hamon techniques. Most likely not, but we'll never actually know. The main flaw tho is that DIO v. Jotaro would just be Dio v. Jonathan with a funny hair hat.
Kars would fuck everything, take an example Pucci and Kira, both of them have little if any martial training,they fight with their stands.
And lets not forget that stands have ranges, Kars can just pop up and slash someones head off.
If Kars really had 400 IQ, he would able to notice that theres something around his enemy that kicks shit everytime he gets close, so would probably pick the range option.

It's not just the stands that bother me, I'm only about halfway through part 3 but the tone of the show seems completely different now, seems like it's trying way too hard to be serious and cool. It just seems like some really generic shounen show now. It lost that overly corny vibe and crazy/lighthearted vibe that made jojo 2012 for me.
