I think probably one of the special things about one punch man and Saitama's character is its depiction of depression. It feels real. It's not understated as just sadness or being bummed out but it's not made big or romanticized as this crushing eternal nightmare. It's just this all-encompassing boredom.

It came from 70s star trek fan fiction and it was a self insert character that was capable of winning over the affections of spock and/or kirk.
The "good at everything" aspect was actually a secondary trait. Being well loved by all was far more important when you consider this is 70's era geek girls writing this fanfiction and you just know that those women died alone in real life.

I don't generally think so, for the reason that male harem leads are very often intentionally "flawed" in order to give the audience - which is very well aware of its own shortcomings - a protagonist they can relate to. If they are loved, they are usually loved "despite" of their shortcomings, which is part of the kathartic element of harem anime ("the character doesn't need to change but he is accepted for who he is").
Rather than "harem leads" in general, it's more an aspect of the "battle harem lead", who is very often portrayed as handsome, capable at handling himself at a fight, extraordinarily talented, etc. - very much unlike more romance centric harem leads, who are very often likeable losers - but losers nonetheless.

I can't think of an /a/ example right now but this is a good one. Calling politicians clowns seems like a plain and easy line that anyone could come up with. But it was right on target as the kind of shit a radio DJ would say, and completely neutral so that Republicans and Democrats could both think it was directed at the other guys.
Satire can be simple yet brilliant. Saitama does this for shonen action heroes. It's a sign of bad writing if the protagonist is so strong that he never loses. But Saitama embodies that. In a world where various heroes and monsters constantly defeat each other he is a fixed point.
While all the other characters are having their dramatic fights he can cut it all short just by showing up. And it seems like he's ruining the tension but if you look at what's currently on the market (shit like Bleach with fights that go on for months) you realise tension hasn't existed in this genre for a long time.
