It's pretty much all subjective. Ciel is more powerful than Sakura, but that is because she had more training and her potential was ironically intact despite the horrendous shit done to her, and even got Roa's stuff on top of that. Sakura does get the huge mana pool post HF and Rider, but the mana is uncontrollable in how much is getting pumped into her, and Medusa, good friend that she can be, is a loose cannon. That, and she has to start from square one in magic and training her body from the mess Zouken made of it. I would say the best part of that is she gets that new training from a guy who actually behaves like a father figure and wants to make something of her, seeing as she has her own mystic code after just six months of training in Hollow, and is able to take care of Shirou's body effectively post HF. Plus she seems to be establishing her own network of contacts through working with her new teacher.
Honestly, with these two it's about equal to me if I put everything up. Sakura is starting to rebuild her life after escaping captivity, and Ciel is starting to right herself after the Roa shit finishes.
