Akame and Leone clear through some traps to the center of the palace to kill their targets named Co-u- Kai* and Tousen* (just the literal translation).
The unnamed Teigu user just talks to stall time before he dies.
When the palace guards activated the traps, it triggered not just arrows, but poison gas. But Akame is immune apparently since she was raised in the assassination team.
When the retreat bell rings, Esdeath retreats. Esdeath says the rebellion's commander must've already moved during the fight.

Often times you'll see a plot element at the end of the manga in a failed anime first.
This is because the anime got ahead of the manga, the author gave them a few words about how it plays out at the end, and the anime staff just kind of runs with it and fucks it up as soon as they're left to their own devices despite it being similar situations.
Just look at Soul Eater or Gash Bell; you still saw Faudo get eaten by Baou Zakeruga in the anime that came first because clearly the author told them about that plot point, but everything about that moment and leading up to it was a lot shittier as soon as it hit anime original territory.
Its not the plot device itself that's fucked, its the way the anime uses it at times.

Several reasons including providing an excuse for Tatsumi/Wave team up, you know he'll come back after that ominous scene of him and Kurome being watched. And he wouldn't attack Esdeath.
Also, I don't think he wants Esdeath to kill Tatsumi, so he has to bring in something else to cause his death. Though who knows, maybe after he goes full Tyrant fighting it, Akame will keep her promise.
The biggest reason though is that realistically the revolutionary army can't allow the Emperor to live, not in prison nor in exile. But he's just a little boy who has been used by adults. Doing this lets him get his hands dirty so his execution doesn't leave as bad a taste in the mouths of readers.
