If you enjoy mahou shoujo, probably, it's got a good OST and the art is nice, there's A LOT of fanservice though, but that's fine if you're into that. It'll probably be more enjoyable with Fate since it actually fits pretty well into the universe rather than just solely being familiar characters.

Cups can have lots of purposes if you think about it in different ways.
However, if I had to just answer this question about the one definitive purpose of a cup, I would say no, it's not meant to be filled. It does get filled, but that's not the purpose. Filling a cup is just a setup to eventually empty the cup, either by drinking it or pouring it out somewhere else. A cup is just mean to be a temporary transport unit to bring part of a fluid away from it's original source to a more meaningful or useful location, without having to drag about the entire (likely large) container.
