Junichi Sato did a lot of the storyboarding and design of the Eva series. He's the same guy who did stuff like Sailor Moon, Princess Tutu, Aria and dozens of other series. He also worked on some Gundam series.
A number of other very talented people worked with Anno on Eva. I really don't know how much Anno himself is responsible for Eva. He's clearly the lead writer and director. But a lot of the good parts of the series might have come from others.

He kind of owed him for drawing some of the most famous scenes in his early movies. As well as Anno constantly giving him free marketing.

That's basically what a head writer is on a TV series. The guy who dictates what the themes and plots of the episodes are, then leaves the writing up to the assistants. At least, many shows do it that way. Something like The Simpsons is a unique case where all the writers would come together and formulate episodes together. But most shows are just one or two guys dictating the ideas to interns or lower writers.

Lots of directors operate in different ways. Some storyboard it all themselves. Some supervise.
It happens with the script too. Imaishi worked with Nakashima exchanging ideas for the story. But I bet the script and most dialogue was written into a performance by Nakashima alone.
