Man Gohan was like 4 years old at the start of the series and had to fight Perfect fucking Cell when he was 10.
Allow me to reiterate. Perfect fucking Cell. We're talking about a being that could single-handedly defeat every one of the Z-fighters and Freiza's entire army and Freiza himself and all 3 of the androids all at once without even using a quarter of his full power.
Gohan probably hadn't even hit puberty when he was expected to do all this shit, and he's not even a full blooded Saiyan so he only has half the advantages that Goku and Vegeta do.
He also isn't a martial artist. From the beginning of Z to the end of the Cell saga Gohan had been fighting purely for survival. The threat of death or the loss of his loved ones or the destruction of his planet was constantly looming over him. The kid just wanted to study physics and make impress his mom and dad.
tl;dr/Summary Gohan only fought because he had to fight. He was acting out of necessity rather than desire. That's why he struggles.

What are you talking about, he was born with ridiculous potential and was 3x stronger than his dad at age 4.
Yeah, he was never an autist fighter like his dad, but the Cell saga marks the point where he actually started taking it seriously and even kinda enjoying it. He was the one pushing to train nonstop at the Time Chamber despite Goku wanting him to take breaks, that's how he achieved SSJ2 before everyone else.
The truth is that defeating Cell made the world peaceful for a good 7 years, so his other aspirations took over his life, and yet he created the Great Saiyaman because he still enjoys being able to fight and wanted to put his abilities to good use. He even trained Goten himself.
