He was based, it was nice to see someone with leadership skills and decisiveness. Though his ability to handle an actual epidemic is seriously questionable, if it was caused by bug bites instead of vampires he would've let a lot of people die without doing anything effective about it.

It's a shame we didn't get to see more of him post-Jinrou or see any interactions between him and Megumi before the end. That look he and the doctor shared on the burning mountain was great though.
