The one time he figures out a way to affect someone was throwing blood in Giorno's eyes. Since his blood counts as a part of him, it can do whatever in erased time. He threw it in Giorno's eyes but nothing changed while Epitaphs prediction played out but then immediately after the predicted time ends Giorno seemingly teleports somewhere else and has blood in his eyes. So it allowed him to fuck with someone IMMEDIATELY after erased time.

Tsar Scarlet is fine now that it's actual ability is becoming more widely known, but both Requiem Stands are still clusterfucks in English. It all ties in with Part 5's main theme of fate though. Bruno knew he and half his crew were going to die after Rolling Stone, so he decided to make the most out of it and try and set things right with the time he had left. All of the characters had had tough lives and they knew things were only going to get worse, but unlike Diavolo who just ran from fate his whole life, they accepted their eventual deaths and made something of themselves before dying. And their sacrifices helped get Giorno in power, who stopped Diavolo's drug trade and his profiteering on tearing families apart and oppressing the people, so in the end their sacrifices meant something whereas Diavolo's infinite deaths had no meaning to anyone but himself.
Giorno being DIO's son should have been relevant outside the beginning though.

The point was that the new universe was free from Pucci (and some speculate DIO) so they were reincarnated in forms that got to live normal lives and not suffer from Stand related bullshit. It was bittersweet, since they all finally get to lead normal lives but don't remember any of what happened in the last cycle.
Part 7 is a reboot anyways, and it's a damn fine one at that. The beginning is kind of a slog but the second half is outstanding.
