Kaji/Asuka in the manga is really funny and good at times.
My headcanon is that Kaji never flat-out says "fuck off" to Asuka because he knows that stringing her along to some degree is advantageous to him tactically. Manga Kaji's big thing was that he'd do whatever it takes to stop people from dying again like in second impact. Gaining the majority of Nerv's major staff in his corner would be extremely beneficial in the 11th hour. That's why he acts like such a smarmy piccolo character sometimes. Some of the first things he did when he arrived in Japan was to flirt with Ritsuko (Gendo's lover/former lover) and act as a parental figure to Shinji (Gendo's son).
Of course there's some sincerity to his actions, and he likely genuinely cares for Asuka and the rest, he's also trying to the best of his ability to do his mission effectively.
