I think the whole manga was supposed to be a one off so he named it after Index. He kinda got stuck with a useless character since she is the titled character. Apparently he was going to get rid of her, but they thought her leaving would lead to brand confusion or something so she stays but is mostly irrelevant.

You should at least give volume 15 a shot since it's pretty much a direct continuation of accelerator and shiage's story from the end of season 2.
