Earth Shenlong could only revive the dead once. Krillin had been killed before so he could not be revived again.
Shenlong was upgraded after that, during the cell arcs, so this wasnt an issue anymore.

The powerlevel requirement isn't the same for half saiyans. It doesn't even take a fit of rage for gohan or goten to become super saiyans.

It's more like Goten and Trunks were both Conceived when Goku and Vegeta were both stronger, so as a result they don't need that burst of emotion that their fathers needed.
as far as Z goes, Goku was pretty damn weak when Gohan was born.
