What made Roger strong is largely a mystery. All we really know is that he was quite strong and VERY influential. It will certainly be revealed at some point, eventually... And, knowing Oda, it will be half asspull & half amazing/unexpected.
We witnessed the strongest man in the world fighting in a state in which he was far beyond his prime, and we always need remember that when analyzing him. Even in the vulnerable state he was in, he kicked some major ass.
As for the hero of the marines, I'm not sure who you're talking about. A few could fit this description... Unless, within the OP universe they were once referred to explicitly as such (hero of the marines) and I don't recall it.
