They are but it was arranged by their aunt. Miyuki then confessed and Tatsuya said he'd try to see her as a woman. Tatsuya still cannot see her as a woman and since the engagement their relationship has not progressed or changed much at all. Masaki was allowed to court Miyuki despite the engagement. Miyuki agreed to go on a deito with him to see a movie and they've had more interactions. Miyuki is supposed to hate other men but she does not hate Masaki and does laugh around him.
So to answer your question, who knows. Very likely it could end with no romantic resolution if author continues to university. Tatsuya could love her as a woman, Tatsuya could date Mayumi or Miyuki could start developing feelings for Masaki. There's enough there for things to change with another year left and 5-6 more volumes.

I doubt we'll get any real romantic resolution. The only two people who could actually call of the wedding are Maya and Miyuki, and Maya would never relinquish control over Tatsuya to the Saegusa. The Ichijo clan's objection to the marriage doesn't have any real weight to it and the only reason Maya agreed (suggested?) that Masaki try to court Miyuki was to appease Ichijo at the 10MC meeting. Even Ichijo is starting to understand that while he has a better relationship with Miyuki than any other non-Tatsuya male on the planet, if he does end up with Miyuki it won't be because she loves him more.
That being said, every single novel thus far has touched on the fact that Tatsuya can't see Miyuki as a woman, and unless the author plans another 20 novels after this or time skips, reversing that aspect of the sibling's relationship would be dumb.
