Consider Yuuma's black trigger. It provides trion for his non combat body and heals it when it's damaged, but if he's destroyed in his BT combat body he can't activate a trigger again and is nearly out of trion.

But here's the thing, the reason Chika's Trion makes everything too strong is due to the way Border's Triggers are designed. They are supposed to be used by many people with different Trion amounts, so in order to keep them in the fight for as long as possible it automatically adjusts the amount of Trion used per shot.
1. Fujin is a BT and as such can't be altered to be like Border's Normal Triggers.

The only reason BTs have their own pool is because they're made from a person. It's basically a person's amount of trion put into a trigger.
But it's still a trigger so it still operates on similar old rules.
We don't know about Neighbor triggers such that we can talk about whether Border's are the only ones affected and changed by trion amount.
But anyway, if we do assume BTs shouldn't be affected, I still can see why Fuujin would. It was created by a Border agent and that's probably why, like a Border trigger, it can be used by anyone and affected by trion amounts. It's Mogami, after all.

All of the Afto triggers were ncredibly flashy and complex. The Afto gunner trigger was able to smash straight through border shields, as well as having sniper accuracy, range and the ability to fly. Hyuse with Lamprys generated thousands of durable magnetic, reflective shards that could be controlled precisely and at long range. They were absolutely comparable with black triggers.
Looking at their stats from the Briefing File, Hyuse has 18 trion and Lamvanein has 25. Border's trion monster Izumi only has 12.

Black horns are originally white though. They turn black once they are "forced" to be compatible with a BT.
Giving Hyerin 55 isn't that big of a deal considering Viza has like 68 or something without horns. So unless we get more info and explanations on BT mechanics, I'll just assume that the user's own Trion is irrelevant when they're using a BT.

I don't think that's it. The way they've been described so far I've gotten the impression that all that matters is the person making it. They reflect a personality more than anything else. Yuugo wanted to save his son and that's what his BT does, Mogami wanted to help out all of his precious students and so his BT works similar to ordinary Border triggers. It's even a simple trigger, all in all, in comparison to the others we've seen (cutting warphole bullshit trigger, trigger that makes anything trion its bitch, gas-based horseshit trigger, all with several functions; all fuujin does is cut from basically any visible distance)

I think the BBF isn't taking into consideration how Hyrein, Enedora, and Mira's BT's affect their trion. Jin and Amou have separate parameters specifically for when they're equipped with their BTs, but their ordinary pages only list their regular trion levels.
What I'm getting at is that black horns put you at an absurd basic level like 36, then you get an additional boost from using your black trigger.
This explains why Mira was able to do a HELL of a lot during the Invasion and only started to fail after receiving serious wounds.
