Honestly I think it's more of a money-making decision than anything. Resolving the relationship early means the story is pretty much over (for shitty writers that is), while keeping audiences guessing means they'll keep buying/watching in the hopes that their favorite pairing might one day actually become canon.
It's pretty much the reason why 90% of discussion in Naruto near the end was just who Naruto would end up with, because that's all what most people were waiting for.
