The Kizuna system will never work for a huge mass of people. If you take a small amount of pain and then distribute it to one million people, each of them will only get 1/1,000,000 of the real pain, this means people will stop feeling small pains and even dying will just feel like stepping on lego or something like that. Basically, the kizuna system people makes everyone emotionless.
I would be really disappointed if they never considered this.
