As an artist, and as a person who once supported Illya, I can say there's a difference between referencing and what he does.
What this is hardly transformative at all. It's outright tracing.
I'd say, to give an example, a concept artist is working on a character design, so he takes pictures of Tracer from Overwatch, Aigis from Persona, and Asuka Tanaka from Hibike!. He can use elements of those pieces of art to form his own. That's what referencing is.

I'd also like to point out that the VAST majority of his works are not traced. Lot's of his stuff is original. It's just that his traced work is a lot more popular, and he churns this stuff out like, 10+ pics a week, so i'm not surprised.

Id say he just has a very small comfort zone of skills. He's great with sketching, drawing from life, and a wide set of color and photoshop tools and effects, and his very much distinctive artstyle. He hardly deviates from them.
People like to throw around 'muh sameface' alot, but that style is how people tell him apart from everyone else, whether they like him or not, so I wouldn't call that a bad thing.

Honestly, my whole opinion about digital comics is that if it isn't in full color and looks amazing, it's not worth looking at.
Having the most powerful painting tools the world's ever seen at your disposal, and being able to paint beautifully in a matter of hours, things that might have taken days or weeks, then not doing anything with that is just kinda cheap.
Of course, there are things like time constraints, deadlines and what have you, but this guy is working on his own(you can tell by the writing and editing), so again. no excuse.
