There is a difference between someone being kind to people they care about/doing horrible crimes because "the ends justify the means" and it being a "she was good all along characterization".
Medea is pretty much a case of "I am going to take you to hell with me".
She knows what she's doing is evil but she stopped giving a damn long ago. because whatever limits she may have imposed herself in ancient times of what lines she wouldn't cross (or even at the start of the war) lead to her own demise (or in the case of her first master with the master being unconfortable with being so much less of a mage than her servant).
Similarly, Nero fully acknowledges she probably was rightfully slandered, as much as she hates to admit it.
She bankrupted her country in the search for vainglorious egomaniacal festivals in her own honour (though to the delight of the common folk) aswell as fully indulging in sexual hedonism while disregarding key aspects of the burocratic, militaristic and economic pillars of the Empire, which is what ultimately drew the ire of the nobels who slandered her (because a tirant on an egotrip is much more swallowable if they at least deliver results).
It's hard to imagine her being any different given her actual historical counterpart of whom she is surprisingly not that far off characterization-wise given what more modern historians have been able to establish in regards to Nero's rein (though she also gets some traits of Elagabalus who reined two centuries later).
