Never did I claim it was better than them. But what we would have gotten in place of the anime original scenes wouldn't have been better than the best parts of the show anyway.
Anyway, the romance sideplot added a relatable element to the show which really helped it be accessible.
I dropped it at episode 5. Felt no need to continue.

I think they had potential and I liked White as a character but they were a little too melodrama for me in the end. I think they'd fit better if they toned that aspect down a bit.

It's based on a manga chapter from volume 8. Libra goes to a restaurant in the Beyond to dine with a prince, but they have trouble retaining their composure when the food is more delicious than most humans can handle. Some other stuff happens but it's probably better to see it play out in the OVA for yourself.

I dropped Phantom world after the 4th episode, but once the show ended, I downloaded all the episodes and started skipping 60% of every episode because it was mostly irrelevant shit a la Kyoani's boring sauce.
I stopped skipping once I hit the episode 12.
The show was not so bad, but only because I kept skipping most of it.
It was good, kinda confusing at times but good.
The ending felt like a nice movie.

They baited with an interesting overarching plot and went with a not so interesting episodic plot instead. I was more interested in MC's eyes and his sister than whatever was going on in each episode.

There's not even any consistent plot during the first episodes. Just some things going on in the background with the Blood Breeds until we finally get into Black & White's arc (which is anime original I think?). The chess/Crossfair episode was pretty weak, so maybe people dropped it there.
Don't know why some people disliked it, but it sold well and hopefully there will be a second season. Looking forward to the OAD.

I can totally understand liking Trigun more than KS considering it actually had a plot, but Gungrave at the top? No way, it's the worst by far. The characters were dull as dishwater except Bear and maybe Harry and even then he was turned into a caricature when it was convenient. The second half completely undermines the serious tone of the drama, Mika was a useless damsel and her attempts to be an anchor for Brandon's humanity were shoddily executed for how irritating it was. The episode with the elevator and the Harry and Brandon scenes in the last episode were good but that's about it.

On their own the characters probably weren't that special but the dynamics between them and the way their ideologies conflicted were great. The two scenes you mentioned were memorable largely because of this character conflict so to say they're the only good scenes is disingenuous. Indeed, I can type up paragraphs about the elevator scene and everything that was bubbling underneath. Harry is a great villain, I don't know why you mean by caricature. I don't think the second half undermines the first, there was wacky Nightow shit in the 1st half too. The first episode being in media res helped mitigate the tonal shift a bit for me. Yes Mika isn't that great and I'm sad Brandon didn't tap that ass.

Rie Matsumoto had a panel at Sakura-Con recently where she talked about Kekkai among other things, and Kawamoto was with her. I spent an evening scouring twitter for details and writing up a summary but then someone made a transcript:

I'm not sure how much I trust the paraphrasing here considering they changed "d20" to "24-sided die" in another post which is factually incorrect and they also mistook Rie's jetlag for boredom, and some of the people on twitter who were there put different interpretations or emphasis for some of the answers, so if anyone who was at the panels can confirm/deny/add on to this, it would be great. Here's the summary of what I saw on twitter, maybe it would be interesting to compare it to the transcript.
Apparently the manga's original audience was mostly male and they were mostly people who had been following Nightow since his older stuff. They wanted to make sure the show did good in sales so they tweaked the character designs for the anime to make it accessible to a wider audience. Leo's design in particular didn't really fit with the rest of the cast, which explains why he looks a little older in the anime.
Their attempts to broaden the appeal seems to have worked out really well, Nightow was super down with the changes and both him and Rie were very pleased with the outcome.
One of Nightow's requests for Rie was to make the OP so good that you could watch it 100 times.
Nightow drafted the original designs for White and Black, and Kawamoto finalized them for the anime.

Rie wanted to prioritize Leo's journey of self-discovery as a focus. Because Leo's coflict with his sister doesn't conclude until much later in the series, she wanted to have something that would drive his development forward and provide closure so White and Black were included(I was following the manga before the anime aired and I don't think volume 10 finished until after the anime announcement so that was probably a factor too).
Rie likes Stanley Kubrick and the way he uses music in his films, particularly how he tends to leave it out of very emotional scenes.
She also said she based character heights on their power dynamic with Leo.
#1 most important tidbit, and it wasn't mentioned in the panel, but Rie tried Johnny Rockets while in Seattle.
Kawamoto said working with Rie on Kekkai Sensen reminded him of working with Watanabe on Cowboy Bebop, and Rie apparently had a reaction to it (transcript gives a way different impression of this one).
Rie's favorite characters in her PreCure work are Flappy and Choppy from Splash Star and she especially liked the climactic fight in the HeartCatch movie.
Kawamoto likes drawing Ein whom he based on a corgi he had that he loved a lot.
If there's another season, Rie really wants to do "Bratatat Mom" and "One Butler's Blitzkrieg", Kawamoto wants to do volume 10 and "Cherchez l'idole".

All I knew by the middle of the episode was that a sonic monkey stole they kid's camera and there were weird monsters in the world. That's literally all. You don't need to have infodumps to have an interesting start. Infodumps aren't the only way of doing exposition at the start of a story. Maybe there were a couple of things that were shown about the world but characters are more important for me.
For example look at Chaika, it had no infodumps in episode one and still just by the first scene I knew about the world, I knew about the characters, I knew about the magic, and most importantly I cared about the characters. Just because you don't have dumps doesn't mean it's better, if you can't manage exposition without them, you end up with an uninteresting start that's also empty in content.

The very fact that it's better animated, better directed, and competently written with a couple stand-out episodes (and no, I'm not talking about the final two) make Phantom World much better than mediocre. Even I personally didn't find it to be the most interesting thing of the season and some episodes fall flat, but for me it was surprising that in the end I even liked a magic school harem-esque LN adaptation and I think the flak it gets around here is undeserved.
I have basically the same feeling about Kekkai Sensen where I think some parts of it aren't that great but some parts stand out. What Kekkai sensen didn't do in consistent animation artistry like Phantom World does, it made up for in being generally a more interesting/fresh setting with cliche characters but they weren't high school kids. But from a formal and narrative construction perspective the shows aren't even really that different, and while I like Kekkai Sensen more, I have a hard time arguing that it's a better put together product.

They were a departure in tone from the rest of the series, but it would be hard to say that the events prior did not hint at what was going to happen.
As for your criticisms of the characters and plot, you're completely off-base. The show is very much watchable, the writing is competent, and the show doesn't rely on flashy explosions to work. It's visual direction isn't perfect but it goes much further than just simple brain-dead eye candy. Just because you shut off your brain doesn't mean I did.
