Equally skilled means a lot of things anon. Some people don't make sense in any language, thus they are skilled equally in all the languages.
Since they typically never understands or tries to explain a complicated concept, they can also move to other parts of the world without a language issue.

Actually that's almost impossible unless you have spend more life time speaking the foreign language than your own. If that's the case though you'll probably forget quite a few things of your actual language.
