That's not his fault. That's Kadokawa the publishing company for the LNs always teasing. This was the first "big announcement" he personally endorsed and it turned out to be a new anime. Most of us have no idea how long it took him to convince the producers to make more FMP after it has already been out of fashion for years. So appreciate that he went out of his way to get this story fully adapted for the fans. FMP has been one of the most wanted sequels in anime history and that wish finally came true.
Pretty sure this is a 2018 title. They'll release it then to match up with the series's 20th anniversary.
Also Dragon Magazine is releasing these features covering the old anime and it'll look like it'll take a couple of years to finish.

Writing for anime is very time consuming and there are more strict deadlines that have to be met. Writing a book also has deadlines but it's a lot more lax than working on an anime which is a collaborative effort and you need to work in a timely and orderly fashion to get the finished product done. It's a no brainer.

KyoAni isn't really about their staff, but about their work culture. They do things in a particular way, which makes them great in some areas but deficient in others. In particular they seem to really have not a single creative bone in their bodies, and fall flat on their faces when it comes to writing plot from scratch. But they are great when they work with existing scripts and improve upon them, without overriding the author's wishes.
