That's a harem under construction. Many harem series have exactly 2 girls at some point, but expand further later on.
If they plan to stop at 2 however, it ceases to be a harem and again, they'd be using the term wrong.

All terms like waifu or harem doesn't have official definitions you can find in dictionaries. Their meaning is determined by what given group of people use them for. People involved in waifu culture use waifu as a single character who is your significant other, any people in harem threads call their 2 favorite characters a harem.
You can always say that you are special snowflake so your definitions are the only correct ones and everyone is wrong, but it doesn't mean anything in context of larger group.
