Nobody can say for sure. I believe that Shinji and Asuka could do it because they had previous experience with the LCL. Since it took a few months for Asuka to appear after Shinji did, and Asuka had a lower sync rate, AND when Shinji was trapped in the entry plug before (when his sync rate reached 400%) it took him around 1 month to escape. Timelines match up, so it's probably something unique to pilots (although fucking Toji should be able to appear, but Anno didn't plan on him even being alive, since he was supposed to die in the original script)

Eva were made in a long and drawn out process.
There is a scene where you see all the failed Eva.
They started out with little proof of concepts and grew them from there - but the growth didn't go smoothly - as witnessed by many failures.
The Eva are a result of human and angel DNA experiments. Hence why Shinji and Rei are able to sync with the Eva. The other Eva (Asuka's for instance) was made in another country from her DNA (most likely parents or grand parents).
In the original series Gendou Ikari never planned to have his son pilot the Eva, because he thought the Rei clones would be good enough - but surprise surprise - clones aren't as great as the real deal. Rei's lack of emotion and clone status interfered with the operation of the Eva. Shinji and Asuka on the other hand both had emotional issues, which powered up the Eva (usually), but often lead to accidents (going crazy, eating angels, freaking out).
The whole instrumentality project was designed to make humans transcend into godhood using Angels. That's probably the very reason why Angels got pissed and started attacking.
This is just my own personal hypothesis, but I believe Angels were themselves created by another race to protect their interests. That's probably why the Angel/Human experiments never went well, because the scientists didn't really understand the technology.
The Angels likely just attacked as a self-defense mechanism.
