As someone who dislikes Touma, I'm actually looking forward to this with hopes of his new school and friendship with Kamisato breathing some good life into the character. I don't want his moralfaggotry and specialness, I want to see him as a normal person for a bit.

If Touma and Kamisato are friends, and Salome does seriously target one or more Level 5s and has a power that can touch them, it makes sense for both Kamisato and Touma to be there and try to smooth the situation over without anyone getting hurt. The cover does imply that Salome will meet Touma at some point, probably as a classmate but it doesn't say that Touma will be involved with her powers or any fuckery she causes with them. It is possible for Touma to sit this one out beyond SOL antics and Kamisato is the one who is "Argh, I'll go stop her shenanigans" this volume. No, I don't think Salome will have a "fighting" power nor do I believe she will physically harm anyone directly with her powers.
Say she has a hypnosis power so strong it even works on Accelerator. Let's say she tries to get him to stand still and not defend himself so can stick a knife in him. Thats not beating him up. That would be near assassination Level taking him out. If she were to fail, Accelerator wouldn't have a single scratch on him but she'd be toast unless someone saved her. Insert any other Level 5 and it'd be the same thing.

Kakine, Saiai and Umidoori would be hard to make an entire volume out of I think, maybe if you threw all 3 together somehow. It's also not extremely neccesary. In the same vein Thor, Birdway and Guts have the ability to show up in later volumes and their pasts aren't anything special, maybe if the series ended you could get those type of volume spin offs.
