Their walls were made by brick, they didn't had steel and certainly didn't know how to use reinforced concrete.
So, their structures had to work only in compression.
Archs (and domes), work only in compression. But the bigger the area it has to cover, the higher the dome would have to be.
Covering an entire city would need a ridiculous high structure, and they obviously didn't had the means, nor the material, nor the scaffolding to build that.
So, a wall was as realistic as it gets
