Skypiea is fantastic. The feeling of adventure and all the buildup from Jaya makes the climax of the Noland flashback feel so rewarding. The only arc I've shed tears to when I reached its apex.

Whenever I think of specific arcs I think of the Sister Arc in Railgun.
Also the Russia arc in Uchuu Kyoudai was pretty good.

I enjoyed the Sasuke retrical arc much more. I agree with Enies Lobby and York New though.
