Dio, Jonathan, Joseph(he grew on me), Lisa-Lisa, Kars, Speedwagon, Smokey can stay. Most everyone else either needs to be recast or rerecord because some of that reading is REAL bad. Hell, even the characters I named have some really bad deliveries. The characters don't put enough energy into their lines.
Secondly, they need to rewrite portions of the script that needlessly change a lot of stuff.

2. Did both Requiem stands get stabbed twice? According to this chart, which appears to be pretty well researched, both Silver Chariot and Gold Experience were stabbed twice. That's a very particular prerequisite that would answer why King Crimson Requiem did not happen.

You can watch the 2012 anime and then the two seasons of the Stardust Crusaders anime. That covers parts 1, 2 and 3 completely, and then you can read Part 4 or wait for the anime to finish (Part 4 anime starts in a week and most likely won't be finished until mid next year). I'd recommend reading 4 onwards since if you're waiting for the anime to catch up to the manga you'll be waiting for at the absolute least a decade. And prior warning, a lot of people who only watch the anime don't seem to like Stardust Crusaders as much as the first season, but it's necessary watching since 4, 5 and 6 build off of it (7 and 8 are a reboot, but REALLY fucking good). 4 is excellent and this seems like a good time to get into the series with the amount of new shit coming out.
