It's really hard to picture a truly happy Yukino/Hachiman outcome. Even setting aside Yukino's personal issue (because that has taken a decisive turn for the better at the very end of vol 11) and the well being of any other character, they just seem to be such different trajectories and on different levels. How would her family ever support the match? Is Hachiman going to be doing some menial job in the future while Yukino is bringing in the big bucks?
Not to mention the probable splitting apart at the end of high school to go to separate colleges.

For Hayama to not doing anything means that probably Yukino could have said something that hurt him and in the end he has done the same.

From Yukino's perspective the right way to handle the situation would have been for Toby to tell Ebina how he fells, hear the truth from Ebina and then for that to give them a chance to grow as people, as individuals. Even if it did destroy the (shallow) bonds of Hayama's group, it would have been preferable in her mind.
But Hachiman did not let that happen. Because he viewed himself as someone insignificant or worthless he was willing to let himself be humiliated and dragged through the mud to keep that group happy and carefree. Ebina knows how Toby feels but he doesn't know that. It all stays fake and happy. That's why Yukino was angry about it.
You could also argue that as her own estimation had improved she, like Yui, didn't enjoy watching Hachiman debase himself. But at that point her feelings towards Hachiman are not the same as Yui.

With Yui he is more openly conscious (and has been for a while) of her affections and has responded to them in various ways throughout the story. With Yukino it's more complex. He shows an underlying romantic interest, but he's not directly thinking of it in regards to her.
