If you are talking about melty, go watch rokunaya's videos. He does a really good job explaining the basics, stuff like differences between moons, move notation and that all that. Then, pick a character you like, look up combo videos and try doing them.
After that just practice and practice. Melty has a really good practice mode with a bunch of great settings and useful stuff.
When you're done practising, practice some more. You can't git gud at any game in a day.
You can also look up info about spacing, action frames and all that more complicated stuff if you want.

If you don't want to do research pick a character who hits heavy and isn't too combo-needy or meter needy. Think Haku or Azrael from BB. Problem is I can't think of any of those in MB, aside from maybe, maybe Nero or Kouma. Melty is a very combo reliant game.

Ryougi is my favorite melty, as far as difficulty goes, her BnB combos are fairly easy. It gets harder at higher levels of course. I love playing half moon on her because throwing the knife and picking it up in the air is fun as hell.
I think crescent moon is the easier moon to start playing. Full moon doesn't allow for reverse beat so it's trickier to learn.

Yes, full moon can charge meter at will.
IH = instant heat
it's a Full moon tech when you're in meter and you throw say a 214B (or any attack) and you cancel it by going heat. That way you reset your character's animation, instantly heal your red bar, and you're free to do another combo.
