Sorry to break it to you guys, but to be "dating" means spending time together in a romantic way. That's why it's called something other than "hanging out". So it almost certainly means things like going out to eat, going shopping, going to date spots like parks or amusement parks or the movies, because that's the difference between dating as a couple and hanging out as friends. You can do your regular stuff you've always done, but to make it a date you have to make it more romantically involved by doing those things alone in the right kind of atmosphere and cuddling or necking or something. Otherwise you're just hanging out and not going on dates, and neither of you will feel like you've been on a date in a long time.

Here's how it works.

Tomo is the mangaka's idealized woman. It's the kind of person he wishes existed in his life.

But Mizusu is the attainable girl he has a crush on irl.

So he'll write it so Jun for whatever reason is not able to hook up with Tomo and he'll get Mizusu.

The whole manga is about him playing around with the concept of yearning over a woman that can't exist for him before he settles with an ordinary jap wife.
