It's a poll for pre-air anticipation, and we're talking about popularity outside Japan anyway, not inside. These types of polls tend to heavily favor adaptions, where the viewers know exactly what they're getting. Completely original shows don't usually rank well unless they've been heavily advertised. Regardless, pre-air anticipation means absolutely nothing once the season actually starts.

Kiznaiver has a copyright block on YT which is why all ots CMs and PVs get uploaded to dailymotion and it ranked the highest of all the original shows in the charapedia most anticipated spring anime poll. Kabaneri isn't attracting much attention despite how much it screams BUY ME! WE HAVE SAWANO, AIMER AND EGOIST ON BOARD, it could wind up being another Seraph.

If we just count the official youtube upload then yes it's just above average, but if we take in consideration the different uploads on social networks the number of views can quickly rise.

You want the real reason? An unusual and "fresh" marketing campaign. It's not even something very expensive, they are just being smart and selling the people exactly what they care about the most: the characters. Their advertisement is stuff like have the characters voices guide people in certain Animate stores or upload daily unique dialogue for the characters on the official site.

With the Amazon deal Kabaneri's way of making money is completely different from usual. Securing the world wide rights for an exclusive platform must cost a lot, and this is Amazon's first move in the anime industry. That's not a cheap move.
