An actual scalper causes an item to become sold out faster and most importantly, takes an item away from someone who would have been able to buy it if not for retail.
This is not the case with toy 'scalpers' who resell the item months or years after its release for a higher price - since that is what it's now worth.
For an example of actual scalping, check the Red Nendoroid eBay prices. These people bought an item that sold out solely so they could resell it, screwing someone that wanted it out of it and forcing them to pay a higher price. Not scalping is the Tomoko Nendoroid. Her price is high because no one bought her at time of release. No one got screwed out of a purchase because someone bought her to sell her later, she just became valuable because of low quantity.
