I was rereading the Galopoula chapters, and I noticed we already have a partial answer to how many people the away ship holds. When Border learns the away ship is the target in chapter 125, they show a schematic of the ship. Between the size and the shading it's difficult to make out many details, but you can pretty clearly see 12 seats in groups of three in the front part of the ship, and a possible 13th seat in the middle. Then behind them in the middle of the ship there are two rooms, one larger, one smaller, that are pretty clearly intended to be sleeping areas with bunk beds along at least one wall. Then an engine area behind that.
So it should hold as least 12 people. Given that three squads were off on an away mission at the start, I'm guessing it's designed to hold up to 15 people - three full teams of 4 agents and 1 operator. The operators and any female agents would get the small room to share, and all the male agents would get the larger room to share. That might sounds like a lot of space, but the trade off is no one gets any privacy.

Still, assume that Yuiga declined the honor, and Tachikawa, Fuyushima, and Kazama's squads still went, that's ten people, leaving them just enough room to squeeze in a full Tamakoma-2 into the ship's likely design limits. No, Miwa squad was dicking around on Earth at the start of the series. They're the ones who followed Osamu and Yuma around until Yuma gave himself away, then tried to kill Yuma only to fail miserably. Miwa was the one who bailed out in a huff after Jin showed up to defuse that situation. After that Kidou opted to wait for the away mission to return with their 3 best squads to add to Miwa's squad before making another attempt.
Plus the idea of humanoid Neighbors and civilian Neighbors seemed fairly foreign to Miwa and Yoneya. Which shouldn't be the case if they'd been into the Neighborhood before. And Miwa was kind of irrational towards Neighbors at the time, which isn't exactly a trait you'd want in someone who might need to be doing some negotiation with Neighbors.

A: According to the agent's own abilities and wishes, it is possible for one to work at Border full time. The ones that work a normal job and also continue their Border duties cannot join in on rank battles and defense missions regularly, so they might be transferred from the HQ to one of the branches.

The upper ranking agents all seem to be workaholics, do they take scheduled breaks? If they do, do they live within the HQ?
A: Normally they have two days for rest in a week, but there are a lot of agents that come back to work during their off days. The most hard working are Kinuta san and Commander Kido, and the one that takes the most breaks is Branch Chief Rindo.
Karasuma has a day job I think. I'm pretty sure Azuma is at least getting paid for his research. Jin literally just sits around all day plotting and feeding off of Tamakoma Branch. Rindo doesn't care.
