I have a theory that each Rebuild is a critic of the anime industry, and that 3.0+1.0 will be the cipher that makes this understandable.
1.11- Parody of shameless cash in remakes, that build on a previous work and add nothing
2.22 - Criticism of the the run of the mill shonen that has been copy pasted over anime's lifespan; slice of life parts, confident MC who has all the females wanting him, and most obviously those shonen 'I'm pushing myself beyond the limit' screams at the end.
3.33 - Just making fun of anime with all style, no substance. I often see 3.33 as what I assume people who don't like Eva see Eva as: a bunch of fancy presentation and big ideals, but nothing actually backing them up. Nothing in 3.33 makes sense.
My hope for the final film is to make these themes apparent, and to do it gracefully. We know Anno isn't a fan of certain parts of anime culture, so I think this is not completely out of left field.

1.11 is indeed built on a previous work and doesn't add very much. But only if you raise the bar to the point where you're overtly strict, as 1.11 did throw quite a few wrenches to the machinery for both characters and plot. (Rei doesn't see Gendo in the flashback, Misato knows about Lilith).
2.22 is relatively light-hearted but can't be said to be a criticism of run-of-the-mill shonens, because in effect it's merely a slightly darker spin on the orginal which was for the most part actually even more cliched, where every episode the zany screams and plans actually work with no loss of life.
3.33 is absolutely without substance, and is all about choosing pandering over quality. However this needs not be intentional or a parody, because 3.33 is simply not just making fun of anime, it's actually deeply biased towards the directors own favorite characters and spends more time belittling characters he does not like.
While 4.44 could definitely reveal some sort of scheme that plays on how irredeemable 3.33 was, that's not going to happen. Because while 3.33 really is as shallow and horrid as you might expect, it's actually likely to be 100%. They weren't pretending to be retarded when they made 3.33.

All the cool/good bits of writing have no thematic importance and is pushed SOO far to the back that they're basically Easter eggs. All that crazy stuff with the angel glyphs, sequel theory, that's cool, but it doesn't add on to the movie, doesn't mix. It gives you SOMETHING that you can analyze, but there's no meaning to it.
It's like how in Morrowind your adventure is basically a form of virtual culture shock where you play ambassador, diplomat, and politician for multiple factions. The crazy lore actually has something to do with the world as you see it and the events of the game. But 3.0 was just setting up things for 4.0 to happen, similar to what 1.0 was for 2.0. And it did a good job for me since I'm pretty excited for 4.0.

30 minutes, one hour, it wouldn't have mattered. The movie would still be utter garbage due to how it proceeds and what choices it makes for these characters, which end in regression as far as quality goes. You would always be stuck with something inferior to the characters of the previous two movies, and inferior to the characters if they were developed from 2.0.

You know how the Harry Potter movies differ from the book series? Well, in the books the Hermione character have among other flaws a fear of heights, and a tendency to become irrational and confused when stressed. At this point, another character called Ron would usually interfere with some down-to-earth logic that saves the day.
So when J.K Rowling met over dinner with the director for these movies, she hoped that his favorite wasn't Ron (as he was so likable), but Hermione. Turns out, his favorite was also Hermione. Together they feared that Hermione wouldn't be as popular as they themselves wanted, and so they moved Ron's strengths to Hermione and Hermione's weaknesses to Ron. Now suddenly in the movies, Ron messes up and needs hermione's logic, while Hermione lost her fear of heights and flies high.
The same thing happened with NGE-> Rebuild, only much worse. Anno's favorite is Asuka, and he's upset that Rei is more popular than Asuka. He takes every chance he can to comment negatively about Rei, and Rebuild is the logical extension of that.
So we enter Rebuild, Asuka's flaws are gone, she's now merely grumpy instead of messed up. Rei the proto-human goddess in NGE is in Rebuild is now written out half-way, humiliated and degraded in 3.33, and inexplicably Asuka is now some sort of angel as well.
Rebuild 3.33 actually spends more time on having each character deride Shinji for trying to care about or save Rei, and even has Rei degraded to a mere Yui-clone. It also writes in a caricature character known as Rei Q, which embodies everything the old Asuka said Rei was - a doll.
So the reason 3.33 doesn't have any solid characterization or working storyline is because it's primary focus is on just writing in these changes, and because they are so absurd and specific they can't have any development or buildup. 3.33 is the worst.

It's not odd because Anno went for the long game with this, he makes 1.0 which is similar and has a near identical Rei, changes the character a bit with 2.0, and then ruins it. Makes for greater impact.
