After reading three dozen or so mangas I've got the impression (also gained by interviews done by Q Hayashida and Nihei) that most mangaka tend to stretch their series to tedious lengths for fear of being destitute when the ride is over.

Is this an inherent flaw of the Japanese market? Hell, when you read stuff like Berserk or that viking manga you can see the creator set sail for a location that's 10 years in the future. They're basically making sure they have steady employment while the plot goes nowhere.

The real problem is people will buy sequels or continuations in droves, even if the quality is nowhere near that of the original. As a non-/a/ example, look at the newest Star Wars. The story had a conclusion and there was no need to make new movies, and yet people flocked to theaters to see it. This results in companies pushing out more shitty sequels or extending series indefinitely until the quality finally drops or the author / writer / creator gets tired and puts an end to it.

The author doesn't have fully autonomy when deciding when to end a series. Sure they could quit altogether, but good luck getting another job if you have a complete disregard for the publisher and editors. Editors want to continue popular series because having one popular manga can make or break the magazine's future. Take Gangan for example, they sold 150 000 copies 2010, then Full metal alchemist ended, and in 2014 they sold 30 000 copies.

I haven't seen any list of "hundreds of good manga" ever. The art is usually subpar and generic. Manga is the same as any other medium, most of it is crap.

Having a complete story and stopping when you hit it is the exception.
