Problem with Japan's rating system is that technically, there's only a distinction between "all ages" and "adult", as far as the law is concerned. Demographics like seinen, shounen etc. don't factor into it. Sure, the laws are old and in practice, if a series is seinen, it can get away with more, like showing pubes, which is why such things are possible, but if some overzealous official wanted to make an example of something, any series could get get cracked down on, if they don't adhere to the rules. You just have to manage to get a pass. I'd say Tsugumomo's artist just prefers drawing them this way, but it could also be him not wanting to push his luck, since one of the main draws of the manga is titillation scenes and not just "regular drama that happens to have some naked chick with pubes". Making it plain obvious may as well be him asking for an 18+ sticker or getting off the shelves.
