It's comfortable for some people.
A Human Work wasn't completely filler, it helps the worldbuilding by establishing that NERV isn't the only supergroup trying to defeat the Angels which helps lend legitimacy to some of the implied fears of NERV's and it's backers' motives early on. It also helps set up the clandestine backstabbing that NERV, SEELE, etc are engaged in which sheds new light on the people of the post-2nd Impact world and how much they're willing to destroy for the Instrumentality Project.
Also, it's the ONLY episode where Shinji uses Eva for completely constructive purposes, which is pretty thematically important, considering A Human Work is also right on the turning point of the series from "depressed child pilots mecha" to "Humans use alien corpses to become gods".
That said, most of those benefits were either procedural or maybe intentionally worked into the script after the fact, A Human Work still definitely started as a filler episode.
