The entire plot parallels MGS4 so much that it you only need to play it once to know that Koko's plan would be entirely BTFO.
If quantum computer hacking disables all air travel people would just use analog airplanes until they can drop an atomic payload on top of Koko. MGS4's plan was actually even smarted because the weapon lockout resulted in the first total ceasefire in human history, partially breaking the "cycle of revenge".
Jonah should have shot Koko or convinced her there's a better way, but instead he just joins her circlejerk. He's no better than Valmet.
