First of all, Last Exile is overrated, not underrated. Check anywhere, and the reviews will say great but flawed, which isn't true. It's pretty and greatly flawed, making for an okay anime that's only worth watching for the visuals.
Your points mostly aren't true, either. Most of the main characters stay static; Lavie stays nervous and tsun, Claus stays a determined follower, and Alex stays a brooding jackass.
The plot is crap. The first half takes too long, and there are numerous contrivances to move things along as if they suddenly realized they forgot to mention the important stuff the crew wasn't directly experiencing- the most severe is episode 13, where the entire freaking Disith nation freezes or evacuates to Anatoray, mostly offscreen. The ending was only narrowly surprising because of all the obvious stuff that they squirmed to avoid mentioning- it was obvious from the get go that something was weird about a giant wind field separating two nations. There was no tone shift- it started grim and ended grim.
