Download the bare database with PTR, Hydrus_Network_Client_bare_database_with_PTR_up_to_update_1012.7z from their forums, and drop the files into the db folder of your client installation. This will overwrite your db and settings, but you won't have to spend forever syncing with the PTR. From there on, it'll stay synced to the public tag repository, so common files you import will be pre-tagged by someone else. It's quite handy. As for the difference, don't know, but the bare database is newer.
The easier, but much, much longer way to do it would be to open your client, choose help, i don't know what I'm doing, then set up repositories for me. This will set you up with the public tag repository, which will slowly download and updated when your client is idle or shutting down, but this can take weeks to fully sync.
