This is a moot point. Both Goku and Vegeta were on top conditions when they began fighting. Vegeta bested Goku under those conditions.
Notice, we're not talking about who's stronger here (though Vegeta was stronger than Goku during their first fight), but simply that Goku has never defeated Vegeta in any of their fights - again, even if Goku could have wrecked Vegeta during the second time they fought.

Which was entirely the point. Goku, despite getting SSJB and doing all that training and fighting Beerus and talking all that shit to Freeza still got one-shotted, when he let his guard down, despite having Golden Fridge beat.
That's just as disgraceful as Vegeta, for all that training to catch up to Goku and being praised for his potential and literally being the Golden off Fridge's ass got murked by fourth form Freeza, along with Earth.
