He probably moved in when the owner was still there, and was behind on his rent, so when the owner disappeared, he just pretended nothing happened but was ready to leave at a moment's notice if the owner came back asking for backpay. I've had to compare various welfare systems across countries before, that anon's not entirely correct.
If you have a job in Japan, you'll automatically pay into an insurance pot, if you leave or get fired from your job, you get money monthly provided you're looking for another one. It's time limited however, but whilst you're in that system it pays fucking amazingly, up to something like 80% of former monthly wage.

After that if you're actually super poor then there's a fairly strict public assistance program which will keep you living, housed and healthy, but without much in the way of luxuries. Also in order to receive it you have to have a job(even if it's like street sweeping) or be unable to work at all.

The US has an absolutely shocking welfare system by the standards of nearly every country you can compare it to, It's almost perverse, although very interesting to study.

As far as food its not that expensive if you cook it yourself and as we can see saitama does his own cooking.

Also its just 100 pushups 100 situps 100 squats and 10km running everyday that still leaves plenty of time for a part time job.
