It's episodic, so hit or miss.
It's basically an overview of post-WW2 history from the perspective of japan, with all the relevant technologies replaced by superheroes and a healthy amount of spy fiction tropes.
It's spectacular in concept, and somewhat decent in execution. The best parts were really great, but being episodic, not every part was really great.

I liked them all. The only two episodes that I would consider the weakest are episode 2 and 6. Episode 2 has the least amount of action, but it was a great character introduction for Fuurouta, and his lose of innocence.
Episode 6 wasn't too bad either, but the way they nonchalantly handled Dee's death was indeed meh.

I thought that, despite the plot of episode 2 being weak, the character writing made up for it. It's actually one of my favourites, and I think it set things up pretty nicely for the rest of the show, especially in establishing that most of the bureau's work was more political than anything else, and that they weren't always going to actually be able to solve the problem.
